Academic Qualifications

P. Kandaswamy holds a Bachelor’s degree in Mechanical Engineering from the Indian Institute of Technology (IIT) Madras (1982-86), a Master’s degree in Public Policy from the University of California, Berkeley (2012-14), and a Ph.D. from the Departments of Computer Science and Engineering and Management Studies, IIT Madras (2016-22).

Professional Profile

P. Kandaswamy belongs to the Indian Police Service (IPS) of the 1989 batch and brings over three decades of distinguished senior leadership across state, central, and international assignments. Since September 2023, he has been serving as Professor of Practice at IIT Madras and as Visiting Faculty at the Indian School of Business (ISB), Hyderabad and Mohali.

Distinguished Career in Public Service

During his illustrious career, Prof. Kandaswamy served as Superintendent of Police in the districts of Kanyakumari, Coimbatore, The Nilgiris, Thanjavur, and Dharmapuri, and as Commissioner of Police, Madurai City. On central deputation with the Central Bureau of Investigation (CBI) for five years, he served as Deputy Inspector General, Chennai Range, and Joint Director, Zone II, Mumbai, where he investigated and prosecuted some of the most sensitive corruption and financial crime cases in the country.

He served as the Head of the Information Technology Wing of Tamil Nadu Police, first as Deputy Inspector General and subsequently as Additional Director General of Police (Technical Services), playing a pivotal role in the modernization and digital transformation of policing in Tamil Nadu. He also served as Additional Director General of Police (Administration), where he led significant administrative reform initiatives. He retired as Director General of Police and Director, Vigilance and Anti-Corruption, Government of Tamil Nadu.

International Service and Recognition

Prof. Kandaswamy represented India at the United Nations as part of the UN Peacekeeping Mission in Bosnia and Herzegovina, and has represented the country at the United Nations Convention on Crimes Against Women and at Interpol on the subject of human trafficking.

He is a recipient of the President of India Medal for Meritorious Service, the Chief Minister’s Medal for Outstanding Public Service, and the United Nations Medal for his services in Bosnia and Herzegovina.
